Implementation Analysis and Strategies for Improving the Complete Systematic Land Registration (PTSL) Program at the Cirebon Regency Land Office

This study examines the implementation of the Complete Systematic Land Registration Program (PTSL) at the Cirebon Regency Land Office and the strategies used to address its technical and operational constraints. Empirical legal research employed a qualitative-descriptive approach using observation, interviews, and document study. In 2025, PTSL was implemented through the Integrated Land Administration and Spatial Planning Project (ILASPP) with a target of 3,000 certificates, increasing to 33,880 certificates across fifty-five villages in ten sub-districts in 2026. The findings show that implementation generally follows Minister of ATR/BPN Regulation No. 6 of 2018 through location determination, adjudication arrangements, counselling, physical and juridical data collection, announcement, and certificate issuance. Practical constraints arise from incomplete proof of rights, mismatched population data, boundary disputes, undivided inherited land, and limited juridical personnel. The Land Office responds through village coordination, public outreach, additional supporting personnel, KKP and Sentuh Tanahku, and data-quality classification. Effective PTSL implementation therefore depends on procedural compliance, reliable data, adequate human resources, and community participation.
